I was just curious if you could be like Asian and want to adopt someone from Africa or say your Puerto Rican and you want to adopt from Russia can you? Or say your white and your husband is black could you adopt from Asia or Europe? I'm just curious I mean I see a lot of white people adopt from almost every country but I never see people that aren't white adopt from european or asian countries....Why is that? Is it not allowed?

It's not that it's not allowed, it's just that a) White people are more likely to adopt, and b) they're more likely to adopt someone with a different ethnicity.
P.S- Adoption, especially transcontinental adoption, is a hard road for everyone involved, not to mention expensive. However, most people will tell you it's well worth it. :)
